Rwanda is ranked among the safest destinations in Africa, but as in other tourist destinations around the world, visitors are advised to remain cautious. Pickpockets can occur in crowded places, such as markets, and hire cars may be broken into for valuables. Locals tend to be welcoming, friendly and hospitable. Women travelers are advised to dress modestly out of respect for the local culture.

Homosexuality isn't illegal in Rwanda, but it's not widely accepted and is considered taboo. Kigali has a few gay-friendly spots, but it's best that LGBTQ+ travelers remain discreet for safety reasons.
